The Address | Benghazi – Libya
CAIRO – The delegations of the Libyan House of Representatives (HoR) and the Tripoli-based High State Council announced, in their final statement, their agreement on the necessity to end the transitional period and move to the permanent one, indicating the need to start the permanent period arrangements.
The two delegations agreed, during their meeting in Cairo to discuss the constitutional path, to end the transitional period and reach a consensus formula on the constitution.
The statement indicated that the meetings witnessed great flexibility and the attendees agreed to hold a second round in Egypt to complete discussions on the constitutional arrangements, and for the House of Representatives to hold community discussions to reach constitutional consensus that would allow access to the constitutional path.
The UN Support Mission in Libya (UNSMIL) urged the attendees to come up with a legal agreement that would guarantee consensual constitutional arrangements that would allow the implementation of the comprehensive political agreement.
